I have the honour to acknowledge receipt of Your

Excellency's despatch No.5473/1912 regarding the conditions as

to the exportation of opium from India to the exclusive con-

cessionary of opium in Macau.

From what I have gathered from information given to

me by my predecessor in office, a copy of whose communication I

herewith enclose, it appears that the matter discussed between

the Superintendent of Imports and Exports Department of Hong

Kong when this official called in Macau was merely the necessity

of our Government authorizing the Agent of the Concessionary to

acquire opium for this Colony and to authorise the said Con-

cessionary to anticipate the importation of opium for consump-

tion in the future contracted year.

Respecting the conditions which Your Excellency pro-

poses to adopt, I would make the following remarks:-

Conditions 1st and 2nd. The Agent should not be

nominated by the Portuguese Government as they are not in any

way acquainted with the purchases made of opium for the Con-

cessionary in Macau. If an official acknowledgment is necessary

as to the identity of the said Agent, it appears to me that an

official communication from the Government of Macau to the

Government of India, giving the name of the party chosen by the

Concessionary for this purpose, would be quite sufficient.

Condition 3rd. For importation beyond the limited

number of 500 chests, it would be necessary for the Concessionary

to produce to the Governor of Macau all the necessary customs'.

certificates duly granted by the proper authorities of the ports

to which they are sent, together with a declaration to the

effect that the quantities authorised are needed for licit pur-

poses beyond the 240 chests to which reference is made in

Article 4th (vids Article 5th of the Agreement dated 14th June,

1913 between Great Britain and Portugal) the Governor of Macau
